Monica Veth, Youth Violence Prevention
Coordinator of Lowell Community Health Center
stated, "This Exhibit does have a connecpon to
the Lowell shooting of young people on January
1, 2011." On January 1, 2011 a group of young
people between the ages of 14 to 20 gathered in
an apartment basement (a few apartments away
from where the Exhibit takes place) that lead to
a dead of a 20 year-old Corrina Oeur of Lowell
and injured 7 other Lowell youths. The gun men
were those of a Cambodian-American male ages
19 and 20 years of Lowell as well.

Monk Accused of Sexually
Assaulted Underage Girl Now
Determent "Defendant"
Houston Texas' media continue
the on-going coverage on the first
Buddhist monk case in the U.S,
accused of sexually assaulting the
underage girl repeatedly. The
allegations happened in December 2010
when the 16 year-old alleged victim confined to school's youth services specialist
that she was having sex with a monk during
her visits to the temple with her mother.

Venh 41, accused of sexually assaulting the
16 year-old girl from June to September,
2010. Two charges already been filed
against this monk on January 14. Due to
"typographical" error the indictments were
dismissed four days later, but re-filled
again on January 19, per spokeswoman
Donna Hawkins from the DistrictAttqrney's
Office. Por Venh also had been ordered
held on bonds totaling $40,000, at $20,000
on each charged. His attorney reported
the alleged monk fled his monastery in
Spring Texas to Cambodia on January 4.
According to prosecutors the monk fled
to avoid facing charges of sexually
assaulting the 16 year-old girl.

The investigator from Harris County
Sheriff's Crime Against Children Division
began the interview with the alleged victim
on December 10, 2010. Sergeant William
Lilly from the Crime Against Children
Division confirmed that based on the
alleged victim's disclosures, enough information was collected to serve as probable
cause for charges against Por Venh.
Houston Chronicle reported monk Por

On January 29 ABC 13 Eyeswitness
News reporter Miya Shay spoke with the
16 year-old alleged victim who said it all
began when she was 15, accompanying
her mother to the temple which her mother
cook and clean. In the interviewed the girl
stated, "I know what he was doing to me,
and I guess I feel upset." She recalled the

documents, the alleged victim ~so reported

in December 2010 that the sexual relations
between her and the monk took place in
his living quarters of the Temple. Another
girl who spoke with Shay over the phone
reported the same monk tried to kiss her on
the neck. Prosecutors believed there might
be more girls victimized by Por Venh.
The alleged victim told ABC 13 Eyeswitness News she wanted to speak out after
watching other members of the temple
defend the monk in public. She also commented that her own parents don't believe
her.
Cambodian American
Community's take on the issue:
Asking not to be identified an American
born Ca,nbodian Reverian comment,
"like the court say .. .. no one is yet assume
guilty, until otherwise proven guilty." She
said she learned this line from a "Court
TV" show. She continues, "But if the
alleged victim turns out to be a real victim, I say power to her for the courage to
speak the truth ... and put the predator
under the punishment of the rightful law."
A Cambodian woman from Alexandria
Alabama who reacted with dismay to the
news at first then stated, "There could be
a monk like this. If the truth is being barricaded there will be no real solution coming
out from what happened, therefore no
specific punishment can be draw from the
Buddhist Monk Association rules." She
also continued, "Monks who are selected
to serve in the U.S. Buddhist Temple from
Cambodia usually is well respected by the
respectable level of his education, specifically education in religious virtues, Buddhist monk virtuess, and Dharma virtues.
If the accused monk is innocent he shouldn't have run away. (Continued to page 08)

The rally began soon after the performances and speeches that were given

age range of the old to the young participated in the rally. Babies sat wrapped in

The Khmer Post
PHILADELPHIA, PA- Martin Luther
King, Jr. Day was the backdrop for protesters
and organizers of one of various nonviolent
movements held to draw attention upon
the recently incarcerated and to be deported
members of the Cambodian community.
Mia-Lia Kiernan,
one of the organizers
of the movement says,
"On September 21st;
four members of the
Cambodian community
were detained at the
building for deportation

Philadelphia branch of the United States
Immigration and Customs Enforcement
(ICE) on 16th and Callowhill Streets.
The rally was highlighted by the messages on the yellow ribbons written in an
effort to voice to the ICE officials their
calling to action. Some ribbons were worn
by rally participants, but many were tied
to the gates across the street from the ICE
building.
Support from the crowd was given to
Desi Bumette's words, saying, ''These
deportations will not bring back our security
or prosperity. They will not make our
schools better, or create jobs."
A division of the United States Department of Homeland Security, the ICE stated
on their website that the Enforcement and

community are to be deported and are

Mout Iv, Davy Pieng, and Vanny Van. Each
person was a legal resident in the U.S. has
committed a crime when they were younger,
went to U.S. prisons for these crimes, and
were released until the immigration
officials detained them year~ later.
Th<e deportation and immigration laws can
be traced back to 1996 during the Clinton
Administration. It was stated that any noncitizen civilians in the U.S. who has committed a crime or misdemeanor can be deported
to their home country, if the country they are
a citizen of accepts deported persons. The
Cambodian government signed an agreement in 2002 acknowledging the deportation of Cambodian refugees in the U.S.
Kiernan says there is no word whether
Chally Dang will be deported or released from
the York County Prison, the ICE detention
center he is detained at, as of this moment.

Monk Accused of Sexually...

:-:;noma ne cnoose to remain in Cambodia
the American and Cambodian governments
should work jointly to allow on-going
cooperation to bring the case to justice."
A Revere woman comment, "This
monk violated the basic core of the first
five precepts already. If he has desire to
be with a female he should have disrobed
first. He brought bad name for other monks
who are good Buddhist monks. Some
individuals just wear the monk's robe and
use religion for personal gain, underneath
the robe they might as well a thief who
enjoy being serve and taking care off."
A Revere man offers his comment, "A
certain individual monks work their way
from Cambodia to the U.S. for the right to
legal residency and citizenship. Also as
monk they can easily manipulate the innocent people for money. This is their way
of making an easy living in the U.S."
Responses from the member of the
Community of Khmer Buddhist Monks
Center of the United Stated and Canada
The Most Venerable Dhammathero Sao
Khon, president of the Community of Khmer
Buddhist Monks Center of the United
States of America, abbot of Wat Triratanaram
North Chelmsford Massachusetts stated
he does not have knowledge of Wat
Angkorchum nor Por Venh.
The Maha Thera Ven. Dhammatbero

-

Sao Khon offers his knowledge on the
accused situation relating to the individual
monk, by stating, ''The accused situation
on such individual monk would be investigated by the Buddhist Monks Organization
under the Buddha rules and Dharma virtues.
All points of situation will be critically and
thoroughly look into and consider from
both the plaintiff and defendant, once all
information and evidences collected and
probable cause can be determent, judgment
will be made. If the defendant found guilty
he will right away be expelled and can
never again in his life ordained to be a
Buddhist monk. After being charged by
the Buddhist Monks Organization the disrobed individual will turned to the society
court of Law to be handle on the crime be
committed. He has to face with two judgments the Religious and the Society Laws."
The Maha Tbera Ven. Dhammathero
Sao Kbon also stated the accused situation
caused major damage among Buddhist
followers, their believe, confidence, and
commitment to Buddhism. This act also
dangerously injured and brings negative
reflection on Buddhism.
The U.S. bas 109 Khmer Buddhist
Temples according to Templenews.org as
of June 9, 2009. Maha Thera Ven. Dhammathero Sao Kbon also stated, "I had called
for a report for all Khmer Buddhist monks

in the U.S. to report them.selves and their
Monasteryffemples or living quarter in the
private home or apartment in the community

as a way to Networks among the Khmer
Buddhist Temples in the U.S. It is not
successfully accomplished, as I am un-aware
of Wat Angkorchum and the abbot of this
temple who is being accused with the situation he did, without this knowledge I or
the Buddhist Monks Organization cannot
assist in the matter being accused."

Preah Maha Dr. Hok Savann of Montreal
Canada was also contacted for this report,
but be said he is not knowledgeable of the
situation or accused monk Por Venh. Though,
reported he has met two other monks from
Wat Angkorchum in Philadelphia in the
Fall of last year. He said he attempt to
contact Wat Angkorchum to learn more
about the accusation before he can provide
knowledgeable comment. He was able to
comment, "If the accused turns to be true,
then he has to face with the religious and

government Laws. But he cannot face with
the government Law until he disrobed and
become a layman."
There is 95% of the Cambodian population practice Theravada Buddhism. In this
Buddhism form of practice when one
ordains as a monk, one has usually already
taken the Five Lay basic Precepts or Pali
training rules out of 227 for Buddhist monks
and 311 for Buddhist nuns . The five basic
core precepts include:
I.Undertake the training rule of abstain
from taking life
2.Undertake the training rule of abstain .
from talcing what not given
3.Undertake the training rule to abstain
from sexual misconduct that indulged in
sexual relations with a female or male
. person or an underage person except their
partner
4.Undertake the training rule to abstain
from false speech
5.Undertake the training rule to abstain
from fermented drink that causes heedlessness
According to Trent Walker, a scholar
of "Cambodian Buddhism" who studied at
the same Temple Por Venh did before
moving to the U.S., said Por Venh came to
the U.S. from Cambodia where he lived
and studied in the Kandal Province before
becoming abbot at Wat Angkorchum in
Spring Texas. Venerable Vuthy Meas, another
monk at Wat Angkorchum told ABC 13,
"We built this temple in just three years."

as I have succeeded m
my aspiration! "Siddhartha ate the parried she
offered him and felt it
was very beneficial in
improving both his physical and mental stamina.
Sujata had made a
wish that a child be born to her and then she offered
food to Siddhartha to show her gratitude.
114-That same day, Siddhartha went for a bath
in the Nairanjana River; then he sat down under a
Sala tree by tile riverbank and concentrated himself
in meditation, hoping to attain enlightenment in the
silence of the night when
no one might b~ passing
by. At dusk S1ddhartha
left the Sala tree and
walked to a large Bodhi
tree, which he had chosen previously as the
place for his meditation ..
On the way he met a strawpeddler named Sotthiya
and accepted from him an offering of a bunch of
straw. So he made a seat with the straw and sat down
under the large Bodhi tree, facing east.
