all sections of the city to receive their
carts. Please be patient. It is anticipated
that all deliveries will be completed before
Christmas.
Half the carts were ordered with
green lids, the other half with blue lids.
Each of the city's five trash days were
divided in half. About 2,500 households
that have their trash picked up on Mondays
will receive a green lid, the other half a

Right on schedule, Waste Management
has stockpiled wheeled carts for distribution
to eligible curbside collection customers.
Beginning Dec 2nd, new recycling carts
will be delivered to the first batch of25 ,000
households. All single-family, duplex, and
three- and four-family homes (with city
burgundy trash carts) will automatically
receive a green wheeled cart; one for a
single-family, two for duplex, and so on. It

finally tell his side of the story.
On December 8th, 2013 , Thayer
authored a blog post on http://natethayer
.wordpress .com/ titled "How Ted
Koppel and ABC TV Tried to Steal my
Life Work." Thayer, a freelance journalist working in Cambodia during the
1990s, had interviewed Pol Pot in
October 1997 for a story that appeared
in the Far East Economic Review. His
exclusive access to the Khiner Rouge
leader, which also included video and
photographs, was quickly sought by
major American media companies.
Ted Koppel and ABC's Nightline
secured limited rights to use the video
of Thayer's interview, but Thayer
claims the company immediately
exceeded the terms of their agreement
and took credit for his work as an
"ABC News Exclusive." So upset by
this tum of events, Thayer refu sed to
accept the Peabody Award he was
granted for the story as a "correspondent
for ABC Nightline."
Thayer is telling his story now
despite the fact it puts his financial settlement from the news organization in
jeopardy, citing the importance of free
speech in journalism and the plight of
freelance reporters who are often at a
marked disadvantage when dealing
with large multimedia conglomerates.

Reception was a uniquely Lowell
event. On December 11th, a crowd
of over 300 Lowell residents
descended upon City Hall to celebrate the holiday season alongside
neighbors and friends.
The menu for the reception
consisted of primarily Asian cuisine from local businesses Eggroll

Lowell High School Students provided music

Cafe, Viet Thai Restaurant, Brew'd
Awakening Coffeehaus, and Cafe
Pastiche. City Councilor Vesna
Nuon lent a hand by bringing some
Cambodian style beef-skewers to
the party as well. Entertainment
was provided by the Lowell High
School Fine Arts Department and
the famous magician Henri the
Magnificent.
Patrick Murphy chose not to
run for re-election in 2013 and is
leaving office in January after
serving two years as mayor and
two years on the city council
before that.
During his time in
public office, Mayor Murphy has
made a particular emphasis to
reach out to the Cambodian
American population in Lowellperhaps most famously spearheading the successful effort to restore
the nighttime lighting at the Pailin
Volleyball courts at Clemente Park.
The vibrant, diverse crowd attending the traditionally staid holiday
reception was a true testament to
Murphy's inclusionary tenure.

A small group of protesters forcibly
removed from the park opposite the U.S.
Embassy on Tuesday night continued to
call for the government to step down
Wednesday, this time rallying in front of
the French Embassy and marching
around Phnom Penh.
The group of about 12 mostly elderly
people were taken to a pagoda in Russei
Keo district on Tuesday night by Daun
Penh security guards after spending most
of International Human Rights Day stationed outside the U.S. Embassy.
A representative of the group, 64year-old Keo San, who also gave his
name as Sbai Veng, said: "The authorities
wanted to keep our loudspeaker, but we
could not let them do it, and if they came
to take it we would fight them back,
because it is the only way that we could
spread our view.
"They said that our march is illegal
and told us to stop marching. They are
not allowing us to get to our destination

The group claims to be aligned with
the CNRP, though the party's head of
public affairs, Mu Sochua, on Tuesday
disassociated the party from their cause.
They say they hope to challenge the government over the disputed July national
election.
At 8 a.m. Wednesday, they were asked
to move on from outside the French
Embassy and made a stop at Wat Koh
pagoda, which was blocked at about 11
a.m., where they were later joined by
Phnom Penh deputy governor Khuong
Sreng, as well as a contingent of commune and traffic police.
After two bouts of negotiation, the
group was let out of the pagoda by six
monks who said the authorities had no
right to block the gate, and they traveled
to Freedom Park after agreeing not to
return to the French Embassy or visit the
Japanese Embassy as they had planned.

Group of Rights Protesters Continue
to Rally in Phnom Penh

A report released by a U.S. financial
research fi rm today says that Cambodia
lost an average of $133 million per year
between 2002 and 2011 through crimes
such as import and export tax evasion,
illegal movements of money and smuggling.
The report, released by Global
Financial Integrity and entitled "Illicit
Financial Flows from Developing
Countries: 2002-2011 ," estimates that the
total amount of illicit outflows from
developing countries in 2011 alone was
about 10 times the amount of aid money
disbursed globally in the same year.
"The US$946.7 billion of illicit outflows lost in 2011 is a 13. 7 percent uptick
from 2010-which saw developing countries hemorrhage US$832.4 billion-and a
dramatic increase from 2002, when illicit
outflows totaled just US$270.3 billion,"
a press briefing for the report says.
"The study estimates the developing
world lost a total of US$5.9 trillion over
the decade spanning 2002 to 2011."
"Poor countries have hemorrhaged
nearly a trillion dollars from their

economies in 2011 that could have been
invested in local businesses, healthcare,
education, or infrastructure. This is nearly
a trillion dollars that could have been
used to help pull people out of poverty
and save lives," one of the report's co-authors,
Brian LeBlanc, is quoted as saying.
The report represents the most up-to
-date data on illicit outflows from developing countries.
Transparency International last
week released its annual Corruption
Perceptions Index, which ranked Cambodia
as the 17th most corrupt country in the
world.
Transparency International Cambodia
executive director Preap Kol said that
while his organization has not exhaustively
investigated corruption at the country's
borders, large-scale losses of money
through illicit trade would not be surprising
given the lax governance of trade.
"Cambodia is not immune to illegal
and illicit trade, and within Southeast
Asia, people could easily guess that
Cambodia attracts such practices because
of its weak rule of law and monitoring of
such illicit acts," Mr. Kol said.

Opposition leader Sam Rainsy and
senior female members of the CNRP on
Wednesday moved to defend the statement
he made during a rally in Siem Reap on
Tuesday that Prime Minister Hun Sen is
"weaker than a female."
At the CNRP's first post-election rally
in the province, Mr. Rainsy taunted Mr.
Hun Sen by calling on him to follow Thai
Prime Minister Yingluck Shinawatra's
recent decision to call an early election.
"I appeal to Prime Minister Hun Sen;
I ask one thing: Mr. Hun Sen, don't be
weaker than a female," he said, adding,
"Why is Hun Sen weaker than a female?"
The gibe was taken up by many of his supporters, who marched through Siem Reap
sporadically shouting, "Hun Sen, weaker
than a woman!"
Mu Sochua, the CNRP's head of public
affairs and a former minister of women's
affairs, denied that Mr. Rainsy's comment
was offensive to women.
"You have to put what he said in context.
The full context is that Prime Minister
Yingluck Shinawatra put the interests of
her nation first and that she was willing to
stand down to end a political conflict."
Ms. Sochua said that Mr. Rainsy
meant that Mr. Hun Sen ought to draw on
Ms. Yingluck's example of strength.
"What Mr. Rainsy is saying is that she

is a woman. I've always said that when a
woman leads, she thinks about the national
interest. It's the same when a woman makes
decisions, she thinks about the common
interest."
"If he were to say 'Women are weaker
than men,' I would not accept that from Mr.
Sam Rainsy, but I work with him and I
know he would never say that."
CNRP lawmaker-elect Ke Sovannaroth,
the head of the opposition party's working
group in Siem Reap, agreed that the comments were only intended to ask Mr. Hun
Sen to emulate M s. Ymgluck's example.
"It wasn't offensive. He wanted to
compare Prime Minister Hun Sen and
Prime Minister Ymgluck Shinawatra in
terms of their bravery," Ms. Sovannaroth
said.
Mr. Rainsy also said his comment was
taken out of context and that he meant to
show his respect for Ms. Yingluck rather
than denigrate women.
"It's very rare to have a woman as a
prime minister in this world. What I meant
is that we admire Yingluck Shinawatra for
her courage and dignity," he said.
"Even though she has no legal reason
to stand down-she is the legitimate prime
minister, she was democratically elected,
and the opposition to her is weak-she stood
down."
"She happens to be a woman. It just so
happens that Hun Sen is less courageous,''
Mr. Rainsy said.

of protesters from the Boeng Kak community and
headed back to the French Embassy, to the frustration
of police, who tried but failed to herd them back to
Freedom Park.
Deputy municipal police chief Chuon Narin
said: "We had made an agreement that they would
go back to Freedom Park, but now why have they
changed their mind and want to go the French
Embassy?"
Once there, the group delivered a petition calling
for assistance in making the government "respect
the law" and honor the 1991 Paris Peace Agreements.
"We do not have a legal government," one
protester said.
Another protester, Ouk Pich Sarnnang, 55,
said the group would continue to congregate at Wat
Phnom, where at least 100 military police were stationed
after they arrived.
"If we will keep silent, they will not care about
us; therefore, we need to make our voices heard in
order find justice for our people," he added.

Chinese Robot "Yutu" lands on the Moon

agency. China became the third
country, following the United
States and Soviet Union, to
have a "soft-landing" on the
moon (meaning the equipment
remains intact upon landing).

known as Jade Rabbit, also

on LTC's youtube channel is Angkor Dance Troupe's
presentation of Apsara Dancing Stones.
The second half of the program shifted from the
technical side to the discussion of impact and strategies.
Lowell city council candidates Derek Mitchell and
Danny Rourke talked about how they used social
media in their campaigns. Both candidates said that
social media was an effective tool in some aspects but
not enough to replace traditional media and direct
voter contact.
For the event's final hour, all attendees were invited to participate in a conversation about community
engagement.
Former Lowell High School
Headmaster and Lowell City Councilor-Elect,
William "Bill" Samaras spoke during this segment
about the importance of reaching people "where they
are" by going into their neighborhoods and existing
social networks. Soben Pin, managing partner of the
KhmerPost, spoke during this portion about how the
newspaper uses that approach in connecting with the
Cambodian community in Lowell and beyond.
Conference organizers considered the session
very successful and asked participants to continue to
remain involved in using social media and other methods
to strengthen the sense of community in Lowell.

evening event at Hong Kong Restaurant,
Committee members looked back at past
achievements and presented new
upcoming initiatives the group is looking to accomplish.
The Cambodia Town Development
Organization is dedicated to advancing a
communal vision of economically, socially,
culturally, politically vibrant and prosperous Cambodia Town. Since 2011, the
organization has worked with the City of

Lowell Planning Department on various
improvements to the neighborhood.
Four Cambodia Town banners have been
mounted on the Middlesex Bridge, 10
public benches, and four
trash receptacles have been
installed in the area following
a public input process.
There are plans to install
16 additional banners and a
large Cambodia Town sign
in the coming months. The
Cambodia Town Committee
has also hosted Cambodian
New Year celebrations at
Clemente Park for the past
two years, drawing crowds
of over 3,000 to the event.
Dr. Sengly Kong, the
chair of the Committee noted the all-volunteer organization needs the help and
support of the community to achieve
their goals.
"Unfortunately, we can't
make a wish list to put under a Christmas
tree so Santa Claus can make it come
true. No, it doesn't work that way. We
have to work together to make it come
true ... If each of us can do little bit
toward our goals, together, we can
accomplish a lot."

Single-Stream Recycling

The same for Tuesday, Wednesday,
Thursday and Friday routes; the lid color
will determine the week of collection.
The first week of January (after the New
Year's holiday on Wednesday, Jan. 1) will
be a green week, followed by a blue week.
Every-other-week recycling collection will
continue, alternating green and blue. As
with trash pickup, collection will be
bumped back a day during holiday schedules.
This new program will not add any
cost to residents' refuse bill; efficiencies
and savings will pay for the carts over
five years. Also, there will be no change
to the schedule of burgundy city trash
carts; trash will be collected every week,
on the regular neighborhood trash day.
The use of purple overflow trash bags
will also continue.
In the spring, weekly curbside yardwaste collection will continue as before.
It is suggested that you re-label your current
bottles-and-cans recycling barrels for use
as yard-waste barrels. Free stickers are
available at City Hall and DPW at 1365
Middlesex St).
As for your current green, 18-gallon
curbside recycling bins, the Solid Waste
&amp; Recycling Office suggests you keep them
indoors (mud-room, breezeway or garage)
to collect acceptable recyclables; when
full, bring the material out to the new cart.
You should begin to collect recyclables
once your cart arrives write your address
on the underside of the lid; but don't place
it curbside until the appropriate collection
day in January.
The theme of the new single-stream
recycling, or SSR, program is "All
Together Now," which has a double meaning.
First, it describes the collection
method; all acceptable materials go together
in the same cart. Mixed-paper, cardboard,
milk/juice cartons, newspaper and magazines will go in the same container as
clean glass, tin/aluminum, steel cans and

plastic (#1-#7) containers. The list of
undesirables still includes: plastic (film)
bags, Styrofoam (EPS #6) and soiled pizza
boxes.
SSR carts should not be used to dispose
of trash, electrical cords or garden hoses,
and flammable or hazardous material,
like paints or propane tanks.
The theme's second meaning refers
to the ability for all eligible residents to
participate in recycling. A recent study
found that about a third of households
placed recycling out for collection. That
apathy led to a poor recycling rate of only
14 percent. With "All Together Now" as
the driving force over the next few years,
Lowell's rate should climb by 10 percent.
Other means will allow some addresses to
opt in to curbside recycling, while others
can participate by recycling at the new
Resource Recovery Center (RRC), expected
to open in mid-January.
By 2015 , Lowell's recycling rate
should be in the low 30s, with a diversion
rate of nearly 50 percent, rivaling that of
Worcester.
One exciting feature of the new program
is an opt-in, web-based service (and
smartphone app) for custom collection
calendars, subscription to automated collection-day reminders and emergency
alerts. Visit the Single-Stream Recycling

up your cart color, print out custom calendars and register for reminders. If you

After Jan. 2, eligible households can
call Waste Management at 800-972-4545
to make curbside collection appointments
for white-goods, TVs and furniture; nominal
collection/processing fees will apply.
