Page's Clock

as Page's Clock. It still stands today.
Dudley Page was born in
New London, New Hampshire on
October 20, 1845. When he was
six years old, his family moved to
Billerica, Massachusetts. Shortly
after the outbreak of the American
Civil War, Dudley enlisted in the
Union Army at age 17. He served

Dudley Page opened his candy store at 16
Merrimack Street in Lowell. Dudley had
been operating the D. L. Page Company
since 1866 which had several different
locations in downtown Lowell through the
years . This new store was his biggest yet
and, at 68 years of age, he did not plan to
move again.

The Affordable Care Act set forth
universal standars of health insurance
coverage for all people in the U.S .
Despite the fact that more than 98 percent
of people in Massachusetts are insured
in one form or another, hundred thousands
of Massachusetts's residents are uninsured according to the Massachusetts
Health Insurance Survey in 2010.
Particularly, a great number of
Lowell's residents do not enroll in the
health insurance or are not aware of
many benefits brought in .by the
national health reform. Given these
issues, the Health Care for All, a consumer advocate organization, collaborates
with ~O local nonprofits, business
associations and community-based
organizations to disseminate information
about benefits of the new health care
law to 40,000 residents of Massachusetts.
Among those 10 organizations, the
Cambodian Mutual Assistance Association
(CMAA) in the Greater Lowell also
partners to partake in this endeavor to
spread out information about benefits
of the new health care law to residents
of Lowell.
CMAA anncouced it's canvassers
are tasked to go door-to-door to residents' homes to inform residents
about benefits of enrolling in the
health insurance plan. CMAA's canvassers goal is to reach 5,000 homes
of Lowell's residents, including
Cambodians and other ethnic minorities.
The residents may share with the
canvasers about their current health
insurance plans, hospitals, or health
clinics so that your opinions maybe
heard by legislators at the state and
national level.
The CMAA canvassers will carry
with them lists of target population.
The lists were provided by the Health
Care for All organization to the canvassers compare residents' names
with the actual people living in the

Speaking two weeks after crushing
opposition party demonstrations demanding
his resignation, Prime Minister Hun Sen
on Saturday called on supporters of his
ruling CPP to prepare to stand up against
any group aiming to overthrow his government.
"All of you who voted for the CPP,
be ready to oppose all acts that lack
responsibility and have the characteristics
of a coup," Mr. Hun Sen said during aceremony marking the opening of an orphanage
in Kratie province.
"Having the intention to overthrow
[my government] cannot be accepted," he
said, adding that anybody who wished to
challenge his rule would not be "spared."
Mr. Hun Sen also said that if his CPP
supporters did decide to come onto the
street, they should tum out in force.

weeks to demand an investigation of July's

Obama Signs Off on Aid Cuts to Government

U.S. President Barack Obama on
Friday signed a spending bill that
suspends some funding to Prime
Minister Hun Sen's government until
an independent investigation into last
year's disputed national election is
carried out, or until the opposition
CNRP ends its boycott of parliament.
The bill targets only a small portion
of the U.S.' $80-million a year in aid
to Cambodia that goes straight to the
Cambodian government. Excluded
from the suspension, however, is anything that falls under humanitarian
aid, and human rights training for the
Royal Cambodian Armed Forces.
The aid will be withheld from
Mr. Hun Sen's government until U.S.
Secretary of State John Kerry certifies
that the "government is conducting
and implementing, with the concurrence of the political opposition in
Cambodia, an independent and credible
investigation into irregularities associated with the July 28, 2013 parliamentary elections," or until the CNRP
takes it seats, the bill states.
Opposition leader Sam Rainsy
welcomed the bill, saying that while
only a small amount of aid was being
withheld, the CPP government would
feel the symbolism of the cut.
"This represents a slap on the
face of Hun Sen, and the slap is more
important than any amount of money-it
contributes much to delegitimize the
regime of Hun Sen," Mr. Rainsy said.
"Mr. Hun Sen ... dreads the prospect
of international isolation more than
anyone else in Cambodia. Now his
regime faces a legitimacy problem. "
U.S . Embassy spokesman Sean
McIntosh would not specify how much
aid money the spending bill will withhold
"We continue to support a transparent investigation into reported
irregularities with the July 2013
national elections and the implementation of reforms that will ensure credible
elections moving forward," he said in
an email, reiterating that U.S . aid cuts
will not directly impact Cambodian
citizens.
"The restrictions will have virtually no impact on our humanitarian
assistance and other programs that
directly benefit the Cambodian people."
Ek Toa, spokesman for the Council
of Ministers' Press and Quick
Reaction Unit, said the CPP had won
the election fairly and called for caution in cutting aid.
"We are calling for donors ,
friends who are near and far, not to reduce
aid or cut aid to Cambodia because
the Cambodian people, we need donor
support to develop this country," he said.

Thirty international union federations
and global brands, including Walt Disney,
Wal-Mart and Gap, wrote to Prime
Minister Hun Sen on Friday expressing
"grave concern" over the fatal shooting of
five garment workers this month and calling
for an immediate investigation into the
killings, as well as a meeting with the premier.
In a joint letter addressed directly to
Mr. Hun Sen, they also urged the government to "respect the rights" of the 23 union
leaders, gannent workers and protesters arrested
earlier this month during protests demanding
a higher minimum wage in the country's
· garment sector.
Several days of nationwide strikes
by garment workers came to a violent end
when military police shot into crowds of
stone-throwing protesters outside a Phnom
Penh factory on January 3, killing five and
wounding more than 40.

Mu Sochua said Sunday.
The European Parliament passed the
resolution calling on Prime Minister Hun
Sen's government to conduct an independent and internationally-led investigation into
last July's contested election and the
killing of five garment factory protesters,
and the wounding of more than 40 others,
on January 3.
"We have very strong support in the
E.U. Parliament and we will stay in close
contact to hold the international community,
as a whole, accountable to its obligations,"
Ms. Sochua said.
Cutting aid to Cambodia might be an
option for the E.U., which is Cambodia's
largest single aid donor, Ms. Sochua said.
"We don't consider this government
legitimate, and it is a question of legitimacy.
Aid should not be channeled through a
government that is not legitimate, and so
efforts must be made to restore legitimacy
to the government through re-election,"
she said.
Ek Tha, spokesperson for the
Council of Ministers' Press and Quick
Reaction Unit, said that the CPP government
hoped the E.U. would appreciate the government's announcement to investigate
the killings of protesters, and not consider
cuts to aid.
"On the incident of January 3, the
government has an investigation team and
an investigation will take place," Mr. Toa
said.
"Cambodians ask donors not to cut
donor aid to Cambodia, because we need
friendly nations to support us. The
Cambodian people have gone through so
much pain already for 30 years," he said.
E.U. Ambassador Jean-Francois
Cautain did not respond to requests for
comment Sunday.

could not be reached for comment Sunday.
Friday's letter follows one sent by six
trade associations-whose members account
for 90 percent of the garments and footwear
imported by Canada and the U.S.-on
Wednesday.
That letter called on not only Mr. Hun
Sen, but also the unions behind the strikes
and the Garment Manufacturers Association
in Cambodia (GMAC), to cease all violence,
return to the negotiating table and set up a
permanent wage-review scheme as soon
as possible.
In a statement put out Sunday, the
opposition CNRP, which has backed the
$160 per month minimum wage demands
of the unions behind the strikes, thanked
the brands for speaking out.
"Resolutions can only be found when
workers and employers can negotiate in
good faith, not in an environment that
permits the use of violence, intimidation
and a corrupt judicial system that punishes
union leaders standing up for justice," the
CNRP said.
And while the international unions
and brands do not mention the $160
monthly minimum wage the local unions
are demanding, their letters will put pressure
on the government and factories to agree, said
Rong Chhun, president of the Cambodian
Confederation of Unions, one of the groups
behind the wage strikes.
"We're optimistic that the letter from
the buyers this time can force the employers
to implement our demands because they
[the brands] know that those businessmen
can raise the wage to $160," he said.
The unions are threatening to resume
nationwide strikes if the government does
not restart wage negotiations soon.
Mr. Hun Sen put Deputy Prime
Minister Keat Chhon in charge of a new
committee to study the possibility of raising the garment sector's minimum wage
above the $100 presently on offer on
January 10, but no news of the coQJini~ has

emerged since.
The same day, Mr. Hun Sen put
Interior Minister Sar Kheng in charge of a
"study" of the clashes between protesters
and police that ended in the fatal shootings.
No news of that study has emerged, either.
Addressing the labor disputes in a
speech last week, however, Mr. Hun Sen
said the unions' demand for an immediate
bump in the minimum wage to $160 was
out of the question. The government and
factories argue that immediately doubling
the minimum wage would send many of
the brands now buying from Cambodian
factories in search of cheaper labor costs
elsewhere.
GMAC secretary-general Ken Loo
said Sunday that Friday's letter from the
Brands Seek ...
international unions and brands was
essentially in line with those oflocal factories.
"We have always condemned the use
of violence in any industrial dispute .. .so
there's no contradiction there," he said.
Mr. Loo also welcomed their call for
"punitive measures" against anyone guilty

In their Friday letter, the unions and
brands also say that a trade union law for
Cambodia was long overdue. Mr. Loo
said GMAC has been calling for just such

CANVASSING: LAST EFFORT.It is worth mentioning that the
residents' lists was extracted from
the database of voter registration,
which is free to the public to be used
for legal purposes. In the event that
residents' names on the lists do not
match the names of people currently living in the house, the canvassers will request permission to
record the current resents' name,
then send reports to the Health
Care for All to update their data.
The canvassers will spend two or
three minutes at each house, asking
basic questions such as:
Do you have health insurance?
What type of health insurance
do have?
Do you have a story describing
either a positive or negative experience you have had getting access
to insurance or medical treatment
at hospitals or primary care physicians at health clinics?
You are the occupant of the

November that land grabs by sugar plantations
were "unacceptable" and that it would
start investigating companies its sources

in Cambodia, and put an end to its business

The KhmerPost USA Newspaper is an independent biweekly newspaper printed in Khmer (Cambodian) and English. This collection includes digitized issues existing as PDFs published between 2007 to 2016. <br /><br />Part of the collection is accessible on <a href="https://archive.org/details/seadauml?and%5B%5D=khmer+post&sin=&and%5B%5D=subject%3A%22khmer+post%22" target="_blank" rel="noreferrer noopener">the Internet Archive</a>.<br /><br />Issues ranging from 2013 to 2019 are currently available online for viewing at <a href="https://khmerpostusa.com/cambodian-world-news/" target="_blank" rel="noreferrer noopener">https://khmerpostusa.com/cambodian-world-news/</a>, however, some issues for each year are missing/not available online.<br /><br />--------------------<br />SEADA would like to thank the following individuals for their work in making this collection available online: Chornai Pech and Cole Fitzgerald.
